The ocean is big

Oceans cover 70 percent of the earth's surface. But, only 1 percent of the oceans are protected. Apparently, what goes on below the surface of the ocean is out of site and out of mind. So, if the oil leaking into the Gulf of Mexico didn't reach the surface, would it be a big problem?
